Acts 2:9-13

Parthians, Medes and Elamites; residents of Mesopotamia, Judea and Cappadocia, Pontus and Asia,[b] 10 Phrygia and Pamphylia, Egypt and the parts of Libya near Cyrene; visitors from Rome 11 (both Jews and converts to Judaism); Cretans and Arabs—we hear them declaring the wonders of God in our own tongues!” 12 Amazed and perplexed, they asked one another, “What does this mean?” 13 Some, however, made fun of them and said, “They have had too much wine.”

  1. God took Jews and Gentiles from many cities and nations and brought them together and showed them this wonder so that they could take the news and the signs back to their own countries. He left them asking “What does this mean” right before Peter got up and delivered his message.

    The non-believers and scoffers show the reaction of those who do not have revelation and who do not understand the works of God because they are foolishness without revelation from God.
